At the same time, we would like to collect and analyze information on the implementation status of both systems. Since the establishment of the foreign technical intern training system in 1993, since the system itself has been disguised, it has caused various human rights violations and labor standard destruction at "acceptance" sites in various places for nearly 30 years. Human rights violations and the destruction of labor standards are often reported as "incidents" and have created "victims" as well as "perpetrators." We continue to be criticized by the international community, including the United Nations human rights institutions, for the structural problems of "slave labor" and "trafficking." Although the system was revised in 2010 and the Technical Intern Training Law (Act on Proper Implementation of Technical Intern Training for Foreigners and Protection of Technical Intern Trainees) was enforced in 2017, it was touted as "adequate", but "slave labor structure". It is still a structural problem that should be said, and human rights violations and destruction of labor standards are still endless. Recently, the problems of "abortion coercion" and "isolated childbirth" have become apparent, and female technical intern trainees who are victims and should be rescued are being driven to "suspects" and "defendants."
In addition, the specified skill system, which started in 2019 with noise, has eventually become an "acceptance" structure premised on the foreign technical intern training system. It cannot be said that the universal rights of workers, international standards, and rights under domestic labor law are practically guaranteed even for non-designated workers.
Now that the government has announced a "system review," we urge the abolition of the technical intern training programs, which has become a slave labor structure for the purpose of deception and disguise. And, instead of an excuse for the demands of the business community, a childish specific skill system, a proper "acceptance system" in which the rights and human rights of workers who face the urgent demands of the region and the field are guaranteed. I ask you to create.
